Licia Walters is the Program Director at the Oklahoma Institute for Child Advocacy (OICA), where she leads statewide initiatives that empower youth, strengthen families, and promote child-centered policy. She has over a decade of experience in nonprofit work, with a strong background in programs focused on children and young women. Licia holds a degree in Human Services and Sociology and has served in a variety of leadership roles across child-focused organizations. Her work includes directing youth initiatives, advocating for vulnerable populations, and building collaborative partnerships that create lasting change. As a former foster care specialist and long-time foster parent, she brings both professional insight and personal compassion to her advocacy. For more than 10 years, Licia and her husband have opened their home to children in Oklahoma’s foster care system, working to ensure stability, healing, and hope. At OICA, she continues that mission through programs like OK Kids Gov, which helps young people develop leadership skills and engage in civic life. Licia is passionate about advancing social justice, amplifying youth voices, and shaping policy that protects and empowers Oklahoma’s children. She is also a proud mom to three sons and a daughter and is lovingly known as “Nina” to seven wonderful grandchildren.
